Teddy and the Railroad
In order for Congress to regulate interstate commerce, they passed the Interstate Commerce Commission, which is also known as (ICC) at the year of 1886. This however was not given enough power to give them enough control for statutes and punishing violators. In seventeen years, the Elkins Anti-Rebate Act was passed in order to forbid railroad carries from giving their most important clients rebates on their shipments which was different from freight tariffs.
